How many homes are in Hills Ranch
Hills Ranch development consists of 12 single family custom homes, 17 duplex buildings, as well as undeveloped 2 single family lots, and 3 townhome lots.
Is Hills Ranch on private property?
Hills Ranch is a private residential community. Entry onto the property is limited to:
- Homeowners and residents
- Invited guests of homeowners or residents
- Contractors, vendors, delivery personnel, and service providers conducting authorized business
- Emergency responders and government personnel performing official duties
- Persons authorized by the Hills Ranch Homeowners Association

Unauthorized entry onto Hills Ranch property is prohibited. Individuals who are not authorized or who have no legitimate business within the community may be considered trespassers and may be asked to leave immediately.

Solicitation and Canvassing
Persons wishing to visit a residence for any commercial, charitable, religious, political, or other purpose must first obtain the permission of the homeowner or resident they intend to visit. Uninvited door-to-door solicitation or canvassing is not authorized by the Association.

What amenities does Hills Ranch have?
There are no amenities in Hills Ranch (clubhouse, pools, etc...). The development has common areas throughout the community in which are landscaped and maintained by the HOA, plus private roads and a sewer lift station.
When was the Development built?
The development was established in June 1985.
How much are the HOA Assessments
FY 2026-2027 the HOA Dues for all homeowners (single family & townhomes) are $460.01 and for Lot Owners it's $159.01
How much land do owners have?
Owners hold title to their Lots as described in their deeds. Because all Lots are of varying sizes and configurations, the location and dimensions of each Lot can be found on their deeds recorded by the County of Mendocino.
Communication with Prospective Buyers, Realtors, and Vendor
Q: Does the HOA communicate directly with prospective buyers, realtors, vendors, or other third parties regarding a property?
A: No. The HOA does not communicate directly with prospective buyers, real estate agents, contractors, vendors, or other third parties regarding an individual homeowner’s property, account, or Association matters.
All questions, requests, or inquiries must be submitted through the current homeowner. The homeowner is responsible for communicating HOA-related information to prospective buyers, their representatives, or any vendors they have engaged.
Q: What happens if a prospective buyer, realtor, vendor, or other third party contacts the HOA directly?
A: Any emails, text messages, or phone calls received from prospective buyers, realtors, vendors, or other unauthorized third parties will not be returned or responded to. These inquiries must be directed to the homeowner, who may then contact the HOA as needed.
Q: Can a realtor or vendor contact the HOA on behalf of a homeowner?
A: No. The HOA does not coordinate directly with realtors, vendors, or other third parties unless the homeowner has completed the appropriate authorization process and the request is submitted through the HOA’s established procedures.
Q: Why does the HOA require communication to come through the homeowner?
A: This process protects homeowner privacy, ensures accurate and consistent communication, and prevents unauthorized disclosure of Association, property, or account-related information.
Does the HOA have a list of homes that are or will be listed for sale?
No. The HOA is not involved in homeowners' decisions to sell their properties and does not maintain information about homes that are currently listed or may be listed in the future.
Homes in Hills Ranch are highly sought after, and when one becomes available, it may sell quickly. Prospective buyers should work with a licensed real estate agent and monitor the Multiple Listing Service (MLS) or other real estate websites for available properties. The HOA does not provide information to prospective buyers regarding homes that are or may become available for sale.
Can owners garden in the common areas?
The HOA provides an 18-foot Landscape Easement (which is still common areas) is measured outward from each Owner's lot line, for homeowners to use for gardening. Where the distance between adjacent lot lines is less than 18 feet, the available landscape area is shared equally between the adjoining lot owners.
Note: Trees within the Landscape Easement are maintained by the HOA, as are trees located throughout the remaining common areas.
What does the HOA Assessment cover
The Assessments cover the Operational Expenses & Building Maintenance, including the maintenance, repairs and replacement of:
- Roofs
- Building Siding (stained/painted)
- Gutters (annual cleaning)
- Roads
- Common area Landscaping & Tree Maintenance
- Sewer Lift Station
- Signage
- Shared Propane Enclosures
Note: Water fees are not included in this assessment.

Does Hills Ranch have a sewer system
Hills Ranch is connected to the Mendocino Community Sewer. More information can be found at www.mccsd.com/sewer-system-management
Who provides water to Hills Ranch
Water is provided by the Hills Ranch Mutual Water Corporation which serves all of Hills Ranch homes.
Who provides other general utilities
Each owner and/or resident of Hills Ranch is responsible for coordinating and purchasing their own general utilities. This includes, but is not limited to, general utilities such as: Telephone, Propane, Electricity, Internet, Television
How many pets are allowed
Homeowners/tenants are allowed 2 uncaged pets
Does Hills Ranch allow vacation rentals
No short term rentals are allowed. A homeowner may not rent or lease their property for less than 30 days. The HOA requires a copy of the lease, along with proper insurance.
Does Hills Ranch provide Insurance
The Hills Ranch HOA carries a group policy for property and liability insurance which covers all but the interior contents of a home. Homeowners are encouraged to obtain their own "walls in" coverage, aka HO6 policy. Check with your own insurance company on the details for that type of coverage.
Is there trash service
Yes, Trash service is available to homeowners, at their expense and picked up every week.
How can I get a copy of the Governing Documents or the meeting minutes
Each homeowner has the governing documents and minutes of board meetings. The HOA does not provided documents to prospective buyers until such time they are ordered by the title company once the buyer is in escrow.
Does the HOA replace windows, doors or decks
No, windows, doors and decks are the responsibility of the homeowner to maintain and replace any doors, windows, garage doors, and deck on their structure.
